Ground water drainage

I'm new here; just moved in to Darling Street in March 2015. I would like to know if anyone else at this and has issues with water in their basement. I am pumping so much out of mine (varies between 80 - 150 gallons per hour) that my yard is rapidly becoming a swamp. Not only can I not use half of it, I am concerned about the smell that is starting to build, mosquito breeding, and other effects. The County Land Use office showed me that there are storm drains nearby that might be made available to me, but they could not determine if the drain system was maintained by the HOA or by DelDOT. I will call the HOA to see what they can do, but I wanted to try here first.

 

Has anyone else had (and solved) this problem? I moved the discharge line to a better-graded part of the lot, dug a drain pit and filled it with stone, but it's not even close to enough to handle the volume. Any suggestions on what I might do next?
