The coming trend; How it affects our area; Is it fair; Should one area carry the burden for all of Charlotte; Who becomes it clients; What are the income qualifications; Should the communities has a say in its implementation; Who implements it (Federal, State, County or City); What are our responsibilities as citizens; if we do not accept it voluntarily, will it be imposed on us; Where will it go; who will pay for it.
