Neighborhood Watch Program

In an attempt to revive our Neighborhood Watch program, we are looking for residents who served as Block Captains in the past and am putting out a call for anyone interested in serving as a Block Captain. Some people feel the title "Block Captain" carries a responsibility, a time committment, a need to be home 'round the clock. This perception is not accurate.

Neighborhood Watch is a program aimed at keeping crime out of Glendale neighborhoods. This program relies on the best of crime-fighting tools - a good neighbor!. Help protect our neighborhood from criminals by participating in a Neighborhood Watch program, Remember, the battle against crime will not be won unless everyone fights together.

History of the RCPOA

1950 January...residents form loosely knit group to protest developement of Royal Canyon...effort successful.

1961 Association formed to represent neighborhoods adjacent to Deadhorse and Royal Canyons when Glendale Builders propose development of Greenbriar. Robert Springer elected president, Carl Johnson vice-president. Johnson becomes acting president when Springer moves.

1968 After completion of Greenbriar, Association is inactive until January 1968 when Glendale Builders propose 75 lot tract at west end of Royal Boulevard. Incorporation papers are filed and application made for tax exempt status. Became part of Glendale Hills Coordinating Council at its formation in July to cooperate and act with other property owner groups in matters of mutual interest and to preserve natural beauty of Verdugo Mountains. This is the beginning of efforts to approach hillside development from a citywide viewpoint.

1969 Received notification of tax free status. Traffic lights installed at Ethel & Mountain. Earthmoving starts at end of Royal Boulevard.

1970 First brochure listing objectives, meetings, officers of Association, dues notice, invitation to join mailed to residents.
