Diane & Bob Brodbeck envision starting a Dream Center for young men between 18 and 30 years of age in the building at Fifth & Fairmont currently owned and used by the Calvary Assembly of God Church. Bob is a licenced Minister of the International Church of the Foursquare Gospel. He and Diane met with Oakdale Neighborhood Association on June 4th and presented their proposal. Below is the list of questions we asked of them and their answers:
Will property have to be rezoned? ?– Need conditional use permit waiver

Who will own the property and maintain the physical plant? - 4 Square Church

What is their experience? ?– 29,000 churches, but not clear as to experience in type program

How is the program funded? Fees, donations ?– not government

Is there to be a paid staff? ?– Yes. Two on duty 24/7

How many and how are funds raised to pay them? Income from fees, etc.

Where are the residents coming from? ?– Everywhere.

Why do they leave their homes: - Can?’t be handled at home.

How many residents at any one time? ?– Up to 30

How long will they be staying there? ?– 1 year usually. 18-30 years ?– no juveniles.

Will they be required to enroll in work programs or educational programs? ?– Yes. Will be expected to be employed and pay their way.

Who will be in charge and responsible for the conduct of the residents? ?– Two staffers 24/7

What age group will be included? Will there be both male and female? Only male

What agency will sponsor residents? ?– Mostly churches. No government agencies.

Can a resident be refused admittance for any reason if referred to by a sponsoring agency? - Yes

What is the procedure to remove a resident if he causes problems? ?– A 3 strike and you?’re out.

Will there be a curfew enforced? If so, what hours and how enforced? ?– 11:00?—11:30 PM. 3 strikes program.

Will residents be given random testing for drug or alcohol abuse? - Yes

Where will they go after they leave the program? - Back to family, into sheltered living program, into rental property

All residents accepted must have successfully completed a detox program to be eligible to live in the Dream Center.
