Our Purpose

The Sacramento-Carmichael Homeowners Alliance (SCHA) is a neighborhood association formed for the purpose of opposing the development of a 56 unit apartment complex on land located at 4950 Hackberry Lane for the purpose of preserving the quality of life in our neighborhood.

Reasons for Opposition

The parcel in dispute is slightly over three acres in size, and is zoned for sixty apartments. This parcel is situated in the Carmichael Planning Area that includes both Sacramento and Carmichael property. A single-family residence built in 1920, and still occupied, is situated on this parcel. Another old, unoccupied structure of undetermined use is also located on the parcel. Attractive, well-maintained single-family homes are situated next to and across the street from the proposed development.

Virtually none of the residents in the SCHA area were aware that this parcel is zoned for multi-family development. The immediate vicinity adjacent to the proposed development is already saturated with apartments and multi-family dwellings. The residents have been experiencing increases in crime, noise, traffic congestion, visual blight, water run-off, traffic accidents, and other related problems.

The over all Carmichael Planning Area is similarly saturated with apartments. We have learned that 80% of apartments in Sacramento County are located in Carmichael. The proportion of multi-family dwellings to single-family dwellings in Carmichael is 10 to 1 Recently, another new apartment development consisting of approximately 29 units, located on Hackberry Lane about a 1/4 mile North of the 56-unit development, has already been approved. More apartments in an area already that saturated in absurd and detrimental to the rest of the community.

The Plan

The goal of SCHA is ultimately to stop the development of the apartment complex. In order to succeed at that goal, we have organized the impacted community of home owners, voiced our concerns to the Carmichael Planning Board, contacted the county, and hired an attorney. Our immediate tasks at hand are to convince the County to conduct a thorough environmental report on the consequences this development will have and to insure that each homeowner in the area is well aware of the problem.
