Article VI. Operating Procedures.
Section 1. Meetings.
Sub Section 1A
There shall be at least one mandatory annual meeting held in December of each. Other meetings may be scheduled by the President or The Board as required to address matters of interest or concern to the membership. Meetings may also be called by the written request of the lessor of ten voting members or five percent of the voting members.
Sub Section 1B
All members shall be given notice of all general membership meetings at least twenty days in advance. Notification may be given via regular mail, E-mail, or flyers. Notification shall include an agenda showing items to be addressed. Emergency meetings shall be announced as much in advance as possible through door-to-door or telephone notification by sub-area representatives. No other business may be addressed at emergency meetings other than the business indicated in the notice.
Sub Section 1C
Only general members present at any meeting are entitled to vote. A two-thirds majority of voting members present is required when voting on bylaws, major financial obligations of the SCHA or adoption of any projects or activities initiated by the SCHA. Any vote of the membership may be taken only after there has been an opportunity for membership debate. Subject to approval of the general membership the Board may adopt Operational Policies not in conflict with these bylaws for the conduct of the affairs of the SCHA and may recommend changes to operational policies and /or bylaws.
Sub Section 1D
When required, approval of Board of Directors actions/recommendations may be obtained via e-mail after circulation of these actions/recommendations via the SCHA website.
