I don't understand what you are referring to. It looks like they are freezing the rate for the upcoming budget. I took this information off the City of Wylie site.

On September 14, 2004, the Wylie City Council lowered the City's tax rate for a fourth consecutive year. For fiscal year 2004-05, the tax rate is $.695 per $100 of taxable valuation. Tax exemptions are available for residents over the age of 65 and disabled persons. The Wylie City Council has also adopted the tax ceiling option for residents over the age of 65 and disabled persons.

At its August 9 meeting, the Wylie City Council accepted the proposed ad valorem tax rate of $0.695 per $100 valuation for Fiscal Year (FY) 2005-2006. Council also set a public hearing for tax rate. A copy of the FY 2005-06 Proposed Budget is available for viewing at the City Secretary?’s Office, 2000 Hwy 78 N, and Smith Public Library, 800 Thomas.
