Is constable candidate Garza a 'crook,' or is he a 'coward'?

Here's a riddle: Is Stephen Garza, Republican candidate for constable in Precinct 2, a crook? Or is he a coward? He is a crook

Mr. Garza Has a bad reputation With all the local law enforcement agencies. no one will allow him to carry one of their badges.
He was a suspect in stealing from a evidence room, and was asked to take the lie detector test. He refused and then was fired. His credibility is not very good.Our community has had bad problems, with bad politics. Do not make another one happen. So do not vote for Garza for constable. Don,t trust me.
