Noisy Pets

I am posting this to get a feel for ideas on how best to handle the problem I am having with some neighbors' noisy dogs. Instead of contacting San Antonio's Code Compliance Dept. and possibly angering my neighbors, I'd like to handle this more civilized and in a friendly manner.
I have asked a couple of times for the neighbors to contain their dogs from barking at all hours with minimal success. Any time I step outside (front porch or back) I have dogs barking incessantly for 30 minutes or more at a time. Another neighbor has a dog that constantly barks due to these noisy dogs. One neighbor has 4 dogs!!
Can someone direct me with another approach?

The HOA states that you can write them a letter with the address of the dog and they will send them a notice of the HOA rules regarding barking dogs. I have the same problem and am tired of the inconsiderate neighbors that allow there pets to bark incessantly. Bad Pet owners rights do not override ours to have a peaceful neighborhood.
