Parks: Priority?

I hear comments from neighborhood leaders throughout Bexar County regarding their concern about lack of economic development for the utilization of our parks. Many of these parks have poor or no restroom facilities. We have no soccer facilities at all in our area that are not leased out to a league already.
It's been a determined business standard of the City of San Antonio that no hotel and motel tax money (which is to be used to generate more bookings in those facilities) will be used to improve recreational facilities.
Yet how many more bookings would there be if we had an accessible and pleasant outdoor environment?
The real question for me is: Why don't we make our parks and recreation facilities in every part of town a priority, rather than the item on which the budget is continually (and decreasingly) balanced?
Let's make San Antonio an even better place for all its residents, and the tourists will want to be here as well!
Why do we hear so much about fitness and promotion programs to make our residents healthier when we could promote good health and just plain make the city safer by increasing safe places for joggers, bicyclists, runners and athletes of every variety? As far as I am concerned, San Antonio's ''fitness problem'' is really a budget priority problem!
