Bill retired from the Leon Valley Police Department in June 2003. During his tenure as Leon Valley Police Chief, Bill initiated numerous crime deterrence programs including:

Leon Valley Neighborhood Watch program in 1978
Leon Valley Police Reserve program
Leon Valley K-9 Patrol
Leon Valley Gang Awareness program
Leon Valley Juvenile Curfew Ordinance
911 Emergency response system


Bill organized and supervised a 5 ?½ year operation of DPS-HIDTA (High Intensity Drug Trafficking Area Program). This dedicated K-9 team was responsible for seizing 52 thousand pounds of marijuana and cocaine.

During his tenure as Leon Valley Police Chief, Bill served his community as:
