Observations re: San Bdno City Attorney James Penman
Penman has forged an unholy alliance (i.e. corrupt) with SBPD since ex-police administrator employee Mayor Tom Minor days (who turned out to be a worthless bumbling Mayor). This corruption was solidified with the swoop-in and zoom-out Police Chief (take-the-money-and-run) Lee Dean.
Dean maintained the city corruption status quo, as has Garett Zimmon.
Recent info on Penman's Office:
Just seven months ago, a local neighborhood threat, Katina Traughber, vandalized a neighbor's property and city property, and in so doing, created a serious health engangerment for the family who's property she blatantly vandalized, AND for all of the neighbors/residents of the area (including numerous children and toddlers).
SBPD Employees Sgt. Coulter and Ofc. John Cardillo working under Watch Commander Sgt. Ric Moyer [and Area B Command of Lt. Don Soderblum and Sgt. Scott Patterson - all five decietful and corrupt as the day is long] responded to the witness's and victim's call for assistance.
Coulter and Cardillo refused to arrest Katina Traughber, despite two objective witness's
complete eye-witness accounts, and the victim witness's account (which, by the way, did not conflict); AND a number of dated photographs depicting Katina Traughber committing the crime. They also refused to contain and or remove the city and private property health hazard. Coulter also refused to explain to the victims why the SBPD refused to arrest, citizen arrest, book, cite, cite release Katina Traughber.
Further, she had a violent history in the neighborhood already.
Despite all this, SBPD Coulter told the victims to take care of the hazard, even the city property hazard created by Traughber's malicious vandalism.
The following day, the victims called the San Bdno City Attorney Office and requested they investigate and arrest Katina Traughber.
James Penman sent out two ''investigators''; the corrupt ex-SBPD Ron Schwenka, and equally corrupt Mr. Gunthiere (sp?). Gunthiere made continuous false statements into his personal tape recorder; refused to take statements from the victims, has a nice long conversation with the perpetrator Traughber, and asked only a few questions to only one of the witness's, then apparently disregarded the witnesses account, then attempted to return the stated photographs of Katina Traughber's criminal act in progress, and drove away with ex-SBPD Schwenka.
Nothing to this very day has been done to nor with the violent neighborhood agitator Katina Traighber, nor her violant and mental case husband Raymond Scott Traughber by any responsible official of San Bdno City. This is ONLY ONE FACTUAL example of ''city attorney'' JIM PENMAN.

Just less than two weeks ago, Katina Traughber and her husband Raymond Scott Traughber falsely imprisoned by threat of force, threatened, falsely accused, unlawfully detained, entered private property by threat of force and violence, and verbally and with public disturbance of the peace and display of obscenity, assaulted two Direct TV employees and their company vehicle. Further, the Traughber's are active members of a local criminal gang in San Bdno; despite all of this, they lead a charmed life by the SBPD and City Attorney Jim Penman.
