San Gabriel Neighborhood Assoc. Meeting Minutes ?– March 15, 2007

38 new members joined the association between 6pm and start of meeting.

Meeting called to order at approximately 6:20 with 52 people in attendance.

February 15, 2007 meeting minutes read without objection.

Robin asked to address her previous meeting motion to disband association. She no longer wished to pursue dissolving the association. The members voted, 42 in favor of not pursuing the dissolution, with zero opposing votes. The motion to disband the association is postponed indefinitely, which in layperson terms, means the motion is dismissed.

Kirk set rules of order for the meeting.

Question and answer session was offered in regards to: what is an association, what are its responsibilities? Roger & Levonne from DNR were present to answer question.

Member asked of DNR: Looking at active associations that people feel good about, how often do those associations meet, and what impact of personal time is involved. Roger answered he works with 40 associations. Some of the more active have board meetings monthly and 1 public annual meeting. Others have meetings every month & have committees that work on different projects. It depends on structure and size of association. Others have 4-5 people that show up and do everything. Toumey Park has about 17 people that attend meetings. They have committees work on projects and report to leadership every month.

Member asked of SGNA: Describe for us what happened with the association over the last 3 years. SGNA boundaries expanded and voted upon to include Palomar & Detail 3. Over the past 3 years, there haven’t been major issues, so people stopped coming to meetings. We’ve typically met 1 time a year. Recent and ongoing projects have been newsletter publication and MC3 meetings. The association isn’t set up to be a sheriff, monitor plants, etc. The association is your voice to the city, county, and military. The Newsletter conveys information from the city to residents. You have to have large group of participants to get things done. If you choose to be an officer, you can elect how much you want to put into it.

Member asked of SGNA & DNR: Does everyone get a card/newsletter, or only the members? DNR mails out publications using a list of every mailing address within SGNA boundaries. The mailings go out to residents, businesses, and individual apartments, if any.

Member asked of SNGA: How did Palomar get included by 6 Palomar voting members? If you don’t show up and don’t vote, you give up your voice, just like any voting process.

Question asked of SGNA: What if someone has an issue that would like to form a committee to solve? Contact SGNA President or Vice President, and present the proposal or committee in a future meeting as new business. Committees have to be voted on in the meeting in order to become an official organization committee.

Nominations for new officers took place. Each participant stood and gave a brief description of why they would like to take an SGNA office.

President:
Anne Watson has lived in the neighborhood for 20 years. Her goal as president is to bring back a sense of community and common goals. Anne was here while the association kept out high rise developments and commercial zoning for the credit unions. Ann wants to bring participation and a lot of people working at it. She encourages more involvement & keeping people informed of positive things.

Vice President:
Wendy Carlson-Hunter has lived in the Palomar area of the neighborhood for 35 years. Her parents started the original Palomar neighborhood association. Wendy is a former fine arts Lineweaver art teacher. She would love to represent the neighborhood, and encourages Palomar residents to participate. Wendy knows many residents, taught their children and can be a healthy bi-partisan representative.

Robin Chlad has lived in the neighborhood for 7 years and loves it. She wants to encourage neighborhood residents to get involved. Robin works in real-estate, and can be an asset by keeping people informed of their property values. She wants to focus on increasing participation, highlight positive things people are doing, and camaraderie. She will work with the city for crime prevention and increase property values. She feels she would do a good job listening to concerns and not getting into people’s business.

Secretary:
A member stated that Linda Mills was unable to attend, but showed interest in being the secretary. SGNA officer explained that proxy voting or proxy nomination would not be allowed.

Julia Rosen has been a Palomar resident for 12 years. Julia was previous SGNA secretary & helped with historical project information. Julie would like to encourage historic stories. She would be happy to work with Linda. Julia works as an Industrial Hygienist, so she knows about West Nile, and lead based paint (our neighborhood has large amounts of lead based paint). We need a safe and healthy environment to encourage wildlife and people. We can learn as a community on how to make our community safe.

Treasurer:
Shanon Easterday has worked at the University of Arizona Cooperative Extension. She works as a GED instructor, and teaches a class titled “show me the money,” which would be a good fit for a treasurer position. Shannon is proactive in showing people how to save money. She doesn’t have a lot of time, but will do her best to be an effective treasurer.

Roger briefly reviewed the officers’ duties. Nominations shall be made from the floor. Officers have to be elected the same day as the nominations. Anne, Wendy, Robin, Julia, and Shanon were all nominated for their stated offices.

Edgar described that since there is 1 nominee for 3 of the officer positions, elections can be done by acclimation. Chair moved to elect president, secretary, and treasurer by acclimation. Motion seconded and passed.

The treasury funds and accounts will be maintained by Shanon Easterday, the newly elected Treasurer, as the primary signer. Julia Rosen, the newly elected Secretary, will serve as the cosigner on any financial accounts.

Vice President votes were tallied by DNR. Results were

12 votes for Robin Chlad
Wendy Carlson-Hunter was officially announced as the SGNA Vice President.

New officers receive city notifications and disseminate that information though cards, newsletters, or meetings. SGNA has a proposal for our neighborhood regarding MC3. Our proposal needs to be carried on by new officers. If the new officers want to give the proposal to a committee, it has to be done by a committee voted on by the members. New officers must also decide who will create newsletters and maintain the website.

New Business:
DNR offers roll-off skips between big & bulky trash pickup. Officers can arrange neighborhood skips with DNR. Officers can arrange narcotic alliance meetings to keep residents informed of meth activity. The guideline was given that when members present new business to officers, keep in mind the board is not the sheriff, and doesn’t get involved with personal disputes. Keep new business relevant for what effects 500+ homes.

Member brought up the Arizona State Tax credit program. Can SGNA encourage tax credit for Lineweaver? The AZ State Tax credit program was in published in a previous year’s newsletter. Julie described what Lineweaver has used the moneys for, including the Allowed Opening Minds through Art Program to be offered. The member that brought up the topic would be interested in walking the neighborhood to get the news out about this program. Julia informed attendees that Box Tops for Education on GM products stamps are worth 10 cents for schools. Another member brought up the fact that the Education credit is easier, but you have to owe that amount of tax.

Don’t forget the West Nile Meeting at Ward 6 office on March 28, from 6:30pm – 8pm at 3202 East 1st.

Issue of West Nile was brought up again, stating specifically that the person handing out notices was heavy handed, and that the person who signed the notice was not the person who distributed them. DNR explained that the city blanket distributed to everyone. No enforcement given with only a notice. Suggestion to time the skip deliveries between big & bulky trash pickup. Every neighborhood that is organized is granted 8 X 21 skips, up to 4 at a time, and up to 8 in a year. DOC inmates are cleaning waterways. SGNA officer explained that SGNA did get involved in latest West Nile citation incident to defend false citations.

Question: How do we contact new officers? The new officers will be published in the next newsletter. Anne must submit contact information to DNR so the city records are updated.
