We live just outside the technical boundary of Scenic Brook (on Silvermine), but according to the City of Austin, you can have hens within the city jurisdiction provided any permanent structure is more than 30 feet from another residential structure. This means that chicken tractors are exempt. The code doesn't speak to roosters, though they can be cited as a sound violation if/when they crow.
We have two barred rocks that lay when they aren't ornery, and generally free range around our yard unless we've managed to herd them into their coop.
