(A) To establish The Neighborhood at Schilling Farms as a first-class residential community with an overall setting that will not only reflect the demands of the Greater Memphis Metropolitan Area, but also exemplify the needs and desires of the residents of the Town of Collierville;
(B) To ensure proper, desirable use and appropriate development and improvement of each parcel within the Subdivision;
(C) To protect the investment of the owner of each parcel against such improper development and undesirable use of surrounding parcels as will depreciate the value of the remaining parcels;
(D) To assure the erection of attractive improvements that utilize suitable building materials in appropriate locations, thereby preventing haphazard and inharmonious improvements;
(E) To ensure and maintain proper setbacks from streets and adequate open spaces between structures as well as interconnecting pathways, plantings and landscape criteria to encourage the overall character and theme originally established;
(F) To provide for a high quality of improvements on the Property that will protect both the Subdivision itself and the surrounding community.
The HOA is managed by a six person Board of Directors, assisted by Keith S. Collins Company, LLC. Keith Collins performs the following services on behalf of the HOA:
. Prepares dues statements to each member for each billing period
. Maintains operating and reserve bank accounts
. Reviews, approves and pays invoices
. Provides monthly accounting reports
. Manages delinquent accounts and initiates collection procedures per board policy
. Coordinates the annual audit and preparation of tax returns and 1099s
. Prepares the appropriate State Annual Corporation Report
. As requested, solicits and negotiates bids for necessary repairs to groundskeeping, lighting, and other common area repairs for the Board to review
. As requested, monitors the work of all service contractors including procuring certificates of insurance from all contractors used
. Responds to reasonable and appropriate member requests and complaints regarding common area maintenance issues, safety hazards, environmental issues, etc.
. Assists in monitoring compliance of members’ actions with required covenants as outlined in the Association’s Covenants, Conditions and Restrictions and By-Laws
. Assists the Association in enforcing all rules and regulations set forth in the Covenants and other related documents
. Maintains all records of the HOA
. Acts as liason to developers, contractors, government agencies and other entities, as needed
