Dog Park Usage by Non-Residents for a Private Business

I was informed about a violent dog fight in the play area on the corner of Wheatfield Drive and Wheatfield Terrace which occured today, May 3rd, 2016.

 

As a resident who has spoken to the indiviual responsible for this dog fight, and the violence visited upon the dogs in the park under his car at this time -- I am DEEPLY CONCERNED FOR THE SAFETY OF OUR CHILDREN AND PETS.

 

I do not believe this individual is a resident of our neighborhood, although he has relatives who are.

 

Can someone explain to me why this individual is allowed to use our common, HOA property to supplement his private business' needs?

 

Additionally, can this individual be spoken to, or his resident relative spoken to about this matter and my concerns for the safety issues involved with uncontrolled dog fights in the park?
