Seward Neighbors

Why is it I feel disturbed every time I want to walk my dog? Because my area always seems to have a loose dog running around with or without tags and no owner in sight. I have no trouble keeping my dogs in the yard behind a fence or on their leashes why can't others be just as responsible? Some lady even cursed me because I walked on the sidewalk past her house and instead of putting her elkhound in the fenced backyard she had it out in her postage stamp of a front yard with no fence or tie out. Her dog attacked my 6 month old puppy. Yet I was told to walk my dog somewhere else in no uncertain term and in language not suitable to be put here much less yelled for all the neighbors to hear. Unbelievable.
