could actually be a good thing

It's not a conflict of interest for a realtor to be on an HOA board or an officer of the board for that matter. I've known of several HOA boards where this is common. Homeowners are free to choose whomever they want as a realtor and negotiate the commission accordingly. 3% seems low. Most I know are around 6% I believe.

If nothing else, the president who is also a realtor would have an even greater interest in seeing to it that the neighborhood remain in good shape.

A Good Thing?

So you think it is a good thing that there are so many houses up for sale in this community that is not even fully developed yet?
6% is only if the agent has the listing, 3% for other realtors that bring a buyer, and she does not have my home listed. However, I can't stop her from showing it.

she isn't making people move for goodness sake. And if she wants good commissions it's in her best interests to help see that the community home values stay high. Sounds like a nit picker to me.
