Side Creek Neighbors

Who is in charge of repairing the community mailboxes in the Side Creek Homes neighborhood? 
Several of the community mailboxes have been vandilized and have been broken for over a month now. I talked with the Post Office and they said they submit a request to the city to repair the mailbox. I called the city of Aurora office and they said that it is the HOA's responsibility to repair the mailboxes. I tried to Call Side Creek HOA and they did not respond.
