I've notice that some of the boards on our building are pulling away from the building.  Whom do we contact to get this fixed?

Siding repair is not covered by the HOA so the repair would be paid for by the Homeowner. That being said, pick a day and I'll come over and between the two of us I bet we can sink a couple screws in it. Send a email to the Cobblestone Hotmail account with a day that works for you.
