on the city of san antonio Neighborhood Association Listing?

i know ams is the managing company now but why can't they do this simple and basic task of letting the city of san antonio know about us by having sonoma ranch listed?
ams has listed other contracted associations...just not sonoma ranch as of may 31 2010 and how long have they been the managment company for sonoma ranch and for how much?
there are so many FREE benefits and upsides to being listed and few if any downsides.
who can answer why/why not?
