Southern Dunes Home Owners Association

I am moving to Southern Dunes here in two weeks and I was told you cannot have flags up because of the HOA?! I'm confused because when I drive through the neighbor hood the grass is never trimmed well and there are a lot of dead spots on yards and people are parking their cars in the streets and I find out you cant have a simple 3'x2' USA flag up on your front porch? Is this true? I hope not for the neighborhoods sake. 

As far as I know those small poles attached to your house are fine.  However the big one's like you see in front of schools and libraries is a no.  However there is one big flag pole down the street from me on Sergi Canyon.  EVERYONE seems to park on the street.  I only have one car and not a lot of junk in my garage so I don't.  However since storage sheds are a no-no this will continue to be the case.
