Fence Issues to be Discussed at Annual Meeting
Southface Community Association is responsible for the preservation and maintenance of the fence along Vindicator. Thousands of dollars have been spent repairing sections damaged by the wind. We have replaced the 2x4 posts (put in by the developer) with 2x6 posts. This has prevented wind damage to the replaced sections. Three years ago a solid stain was applied to the fence to enhance the appearance as well as preserve it at a cost of $14,500. Now the fence needs to be painted again.

The Board of Directors has been considering other options to reduce the high maintenance costs associated with the present fence. We have looked into using a low maintenance material. The cost of a textured concrete block fence is prohibitive. However, we found that vinyl fencing is a viable option. It would require no painting; would have a wood-like appearance (with vertical slats), and would be constructed to minimize the possibility of wind damage. We would get a 20 year warranty (not pro-rated) against pealing, cracking or warping (with normal wear). There is a new vinyl fence, bordering a townhome development, on Delmonico Dr. between the two Rockrimmons on the east side of the street, south of Golden Hills Park which is somewhat similar to the proposed fence for Southface. Drive by and take a look. The shine dissipates over time.

Funding for the fence replacement WILL NOT involve any special assessment or increase in the current assessment!! We have a substantial reserve already dedicated for fence replacement. We would attempt to get a loan for the balance, to be paid over time by our regular income from present assessments. If we are unable to get a loan, we would put up as many sections as our present budget allows and add sections as we can afford it.

In order for the Board to proceed, there needs to be an amendment to Covenant Section 4.9 which now reads, in part, *All fences shall be constructed of wood, wood composite, brick, stucco or combinations of those materials... No material other than natural rough cedar wood may be used for a fence unless that fence is specifically appproved by the Architectual Committee, except that fences erected along public streets by Declarant may include pilasters made of stone brick, stucco or a combination of such materials.*

The amendment would read, in part, *No material other than natural rough cedar wood may be used for a fence unless that fence is specifically appproved by the Architectual Committee, except that fences erected along public streets by Declarant may be vinyl and* include pilasters made of stone brick, stucco or a combination of such materials.* Approval of this amendment requires 67% of all eligible voters. Therefore, along with the official Annual Meeting Notice, we are enclosing a proxy for you to vote approval or disapproval for this amendment. You may designate any of the board members to execute your proxy: Georgeann Duberstein, Bill Baier, Mike Spratte, Tyrone Johnson or Franklin Clay. A stamped, addressed envelope will also be included. PLEASE take the few seconds to complete and mail the proxy if you are unable to attend the meeting.
