PART ONE

People are the common denominator of progress. So . . . no improvement is possible with unimproved people, and advance is certain when people are liberated and educated. It would be wrong to dismiss the importance of roads, railroads, power plants, mills, and the other familiar furniture of economic development . . . . But we are coming to realize . . . that there is a certain sterility in economic monuments that stand alone in a sea of illiteracy. Conquest of illiteracy comes first.

Illiteracy is defined as the ?“lack of education?”. Liberated is defined as ?“set free, as from oppression, confinement or foreign control?”.

For the purpose of this article, it is the intent to strongly suggest that ?“education?” coupled with rights, privileges and due process are key ingredients for liberating the taxpayers, citizens and stakeholders in the Inner City.

>>>>Education as a result of being ?“a decision maker?” in tax assessments, zoning changes, comprehensive plans, Main Street Initiative, resolutions, etc.

>>>>Education as a result of funding opportunities and technical assistance for entrepreneurs.

>>>>Education as a result of education or training options within the public schools.

>>>>Education as a result of those making the policies and laws, enforcing the laws are ?“LINKED?” and constantly informed by leaders and stakeholders of the Inner City as to what is desired and needed for ?“quality-of-life?” and ?“economic restructuring?” for both the Inner City and Milwaukee as a whole.

The following list represent a comprehensive approach for thoughts, engagement and change for Mayor Tom Barrett as he works to improve PUBLIC TRUST and LEADERSHIP in the City of Milwaukee government structures.

 ENCOURAGEMENT FOR NEIGHBORHOOD LEADERSHIP & GOVERNANCE
?– SEND BID #32 BACK FOR PROPER DOCUMENTATION W/TAXPAYERS MAKING THE DECISION.

?– SEND BID #32 BACK FOR ?“DUE PROCESS?”, ?“INCLUSION?” and ?“SIX (6) STEPS?”.

?– Schedule Planning and inclusion ?– City government and Corporate Leaders.
?– Schedule Inclusion in Planning ?– City government and Corporate Leaders.

?– Provide support for Inner City Businesses; i.e., CFNBA BUSINESS LEADERSHIP COUNCIL Initiatives.

?– Partner through Task Force, ?“large Milwaukee businesses w/CFNBA Business Leadership Council and others.

?– Neighborhood Strategic Planning ?– CDBG Funding.

 ENCOURAGEMENT OF NEIGHBORHOOD RESOURCE CENTERS
?– One stop centers within the neighborhood for use of webs and sharing of programs/services of the City.
?– Resource Centers ?– NSP Lead Agencies and CFNBA Business Development Centers.

 ENCOURAGE INNER CITY TOURISM
?– Through supported entities for the city ?– Milwaukee.com, Milwaukee Tourism Bureau, DCD Art Funding, etc.

?– Scheduled visit by Mayor and others to Jazz & Blues @ Johnsons Park (July 4th ?– Labor Day), CFNBA Trade Meetings, Busy Beaver Public Art Project, Juneteenth Day, Afro World Fest, etc.

?– Scheduled funding for empowering ?“Inner City?” businesses that ?“grow?” jobs within the Inner City.
