Dear Bill,
This can do good. When someone gets pulled over for speeding their ticket is much more expensive if the speed limit is lower. And Americans respond to their pocket books. Can't possibly enforce all the time, but let's get 'em for all their worth when we do catch 'em. So I respectfully say to you:
IT DOES MEAN SOMETHING !!!!!!!!!!!!
