First, per my realtor the "new" entry way sign has cost me some possible offer opportunities of my home basically going to cause me a severe decrease in my property's value.  Through my research HOA's should be used as a way to protect property value not decrease. Secondly, a near by neighbor feels it's appropriate to have excessive BOOMING noises every weekend & we have no noise ordinance that will assist unless it's after midnight.  In addition another neighbor feels it's safe to keep dogs which they cannot ensure their confinement which KILL very beloved pets!  3 minimum I am aware of.  Ours being a very special 10 year member of the family!  May 10 will be a yr since we lost her.  I have addresses for indivduals in question  Finally,  the expensive No soliciting signs have been a big waste of $$$ since Stanhope Elmore football players were flying through the hood in the big trucks (one of which belongs to a big HOA member's son) knocking on doors selling cards, Holtville ball players, & yes the ever popular Girl scout cookies.  Maybe there is a definition of soliciting I am unaware of, but I classify all of the above as such.  Have a great weekend!

Glad to hear someone else has a problem with dogs running loose and barking ALL the time. It sure seems none of the board members give a dam about our concerns. Get on the stick and pass some rules about barking dogs and running loose.

The SOA exists at the behest and for the benefit of the property owners.  Preserving the value of the properties is a shared task of the individual owners for their respective properties and the HOA for the areas shared by all (roads, entries, communal and common grounds).  I cannot comment about a single realtor's unattributed remarks about an entryway sign "possibly" causing a missed sales opportunity and a resultant severe decrease in property value.  This is the first we have heard of a new sign causing a severe drop in property values.  Do you live in Summerfield (your profile is private)?  Please let us know your name and someone from the Board can contact you personally regarding your concerns.

 

As for the noise complaints, if this is a recurring issue and you have spoken with the neighbor in question and not received satisfaction, then the board can arbiter the complaint for the parties concerned.  You are correct that the noise ordinance is of little help.  It was probably written when this area was less populated and is an issue to be brought up before the civil authorities.  We have found that adult communication between the two parties will resolve most differences.  Unfortunately, a similar situation exists regarding leash laws (or lack thereof).  We have contacted the sheriff on this issue as well.

 

Soliciting is not prohibited within Summerfield.  However, enforcement begins with the members of the neighborhood.  Vendors and groups go where their services will be entertained.  The signs indicate that this neighborhood does not.  However, if residents engage these solicitors, then they will return regardless of what the signs say unless we can catch them in the act (preferably with law enforcement present).  That said, if someone stops by your home to solicit for whatever, you should kindly ask them for identification,  remind them that soliciting is not permitted and you will report them to the Board and the authorities.  Admittedly, some of your fellow neighbors have children involved in school and community activities that encourage them to solicit for donations for charitable, athletic and educational activities.  You might want to reserve the harsh warnings for the lawn maintenance and cable vendors and just not answer the door when the cookie peddlers come through once a year.
