There are 16 Community Planning Advisory Councils in the unincorporated area of Sacramento County, consisting of 7 - 15 residents of the local community. The Community Planning Advisory Councils were established to encourage citizen participation in the planning process and to provide community forums to propose and review community goals and objectives. They promote cooperation and communication between the community, developers and the County. Members were appointed by the Supervisor for their district to a two year term and may serve two terms. Members must file a financial disclosure statement.
The Council's function in the planning process is to review and comment on proposed Community Plan Amendments, Re-Zones, Use Permits, Variances, General Plan Amendments and other pertinent planning proposals. The Board of Supervisors and the Sacramento County Policy and Project Planning commissions may seek the Council's participation in other related matters as they deem necessary. The Council can also develop and/or propose new amendments to existing Community Plans and other pertinent plans.
The Council is responsible for holding regular public meetings and to format agendas for those meetings. The CPAC Secretary, Linda Schotsal, will prepare the final agenda with the cooperation and coordination of the Council chairperson. The distribution of the same agendas to Council members, subscribers, applicants, owners, engineers, developers, newspapers and other interested parties listed on the application for review will be the responsibility of the CPAC Secretary as well. The Sacramento County Planning Department Clerical staff is responsible for sending Hearing Notices 72 hours before a CPAC public meeting to those persons owning property within a 500 - foot radius of new projects for review at the CPAC level. The Chairperson is responsible for mailing or faxing a draft agenda for the CPAC Secretary to type and distribute 12 days prior to the Council meeting date. The referral, or Council recommendation form is forwarded to the CPAC Secretary immediately after the Council meeting. All CPACs are subject to the Brown Act. Council agendas must be posted 72 hours prior to the scheduled meeting date. Each CPAC is sent a copy of the 1994 Brown Act for review by the CPAC members.
