SECTION 101. OFFENSES
12.
Allow an animal to defecate (without the owner, keeper or harborer?removing the excreta deposited) on public or private property other than that of the owner.
Every person violating this subparagraph 101.A.12 shall be guilty of an offense and, upon conviction, shall be punished by a fine not exceeding TWO HUNDRED DOLLARS ($200.00), excluding costs, fees and assessments;
