President, John Borsos, opened the meeting promptly at 7 pm.

Charlie Copeland, Republican candidate for State Senator from the 4th district spoke first. He advocated economic growth, educational improvement and controlling the size of government. He is interested in having reservoirs built and that supplemental water should be on hand in case of drought. Gun control: lots of laws on the books, enforce those and stay with that. Delaware Constitution approves private gun ownership.

West Nile Virus

Rebecca Orth from DNREC said 7 areas: Tarleton, Pembrey, Chalfonte, Pierson Farms, Widner , Silverside Rd. near Tarleton and Concord Plaza have had dead crows which tested positive for West Nile. Though the birds tested positive, the mosquitoes tested negative. There were no positive mosquito pools found in this area.
Mosquitoes will breed in untreated water. Breeding sites around the house could be clogged gutters, old tires, watering cans and uncovered containers that may hold water. Eliminating stagnant water will help eliminate mosquitoes.
DNREC no longer collects or tests dead birds or animals in New Castle County.

Budget

The budget was approved. Dues will be $20.00. The snow removal contract will remain the same. There was no money from the state for snow plowing reimbursement. We had 1 snow plowing and 1 salting last winter.

Sinkholes

Sinkholes are large pits, usually in the back yard, where some contractors from years ago would bury the construction debris they no longer needed. After many years some of the sinkholes are sinking; 6 sinkholes from Lori Lane South to Wilmont have been found.
There is still money available from DNREC to have them properly filled.
If your garage/house seems to be sinking or shifting, unless you find construction materials, DENREC will not do anything about it.

Miscellaneous

A new housing community of $400,000-$500,000 homes will be built between the Brandywine Town Center and Concord high school. Their sewers will not tie into anything that affects Tarleton sewers.

There is a moratorium on building East of Shipley Rd. and North of Silverside Rd. until the sewer situation is fixed.

Smoke tests are being done on the sewers to determine their condition and for leaks. Sump pumps and drainpipes emptying into the sewer system are illegal.

John Borsos advocates pressuring our representatives about getting reservoirs built. A petition favoring this will be circulated by the block captains when the dues are collected. This petition will then be sent to Representative Bob Valihura.

WalMart stores have shown an interest in locating at the Brandywine Town Center.

The Rollins Corp. is trying to divest itself of the BTC and it is up for sale. They are selling some of the parcels and stores can buy their own space.

Air pollution. General Chemical and Sun Oil, located in Claymont, are two of the biggest air polluters in DE and Claymont has the highest cancer rate in the state. Steps are being taken to correct the problems. Automobiles produce hydrocarbons which are also pollutants. Delaware came close to losing $100,000 in federal funds for transportation because the state didn?’t meet the standards for speed on I-495. The speed limit is going to be lowered from 65 to 55.
