There is a house (built new) on Woodlands Ave. that has been occupied since last November. To date there has been no yard put in at all, not even seeded and strawed. They have left piles of rocks and bricks in the common area next to it, and I know the mowers cannot hope to get to it and mow. The lot number is still painted on the front window and construction materials are regularly piled around also. How long do new residents have to put down some grass? They've lived there almost 6 months.

OK, they had 2 truckloads of topsoil delivered on May 11, which is still in a pile in the front yard. Now in addition to the other mess, we have a big pile of dirt to look at. How long will that be allowed to sit there?
