Start an Association? - Cons

Should we start a Homeowners Association? Please add a thread for each reason that you would consider to be a negative impact as a result of starting a Homeowners Association.

Why not to form an association

I do not appreciate someone e-mailing me and sticking things on my mailbox telling me that I have to join an association. I called the City of Spring Hill and it is not manditory to form an association.
I am a single mother. I can not afford to pay dues each year or each month. Once dues are started they can only increase.
According to the regulations of the homeowners association all fences must be painted white. I have a 6' wooden fence made of pressure treated wood. I do not want to have to paint it white. This would be a great expense initially, then an additional yearly expense to maintain it with having to repaint it.
I do not need someone to tell me how to plant my garden and regulate it.
When I remodel or improve my house, I already have to get approval from the City of Spring Hill, why make it more difficult by having to get approval from an association also?
