Dear Neighbors,

The CCHOA ad hoc bylaws committee was composed of four residents: Royal Masset, chair; Cynthia Harris; Pam Voss; and Chris Bourgeacq.

We started our work, at the request of the board and the steering committee, in April and officially voted out the draft proposed revised bylaws and code of ethics last week. In writing these proposals, the committee considered dozens of emails from neighbors with their ideas and suggestions and reviewed several other HOA bylaws/codes of ethics. Our work was just the starting point, though. You as residents need to take ownership of these core documents, study them and make your own suggestions or decisions.

If anyone wants an electronic copy of the two documents, I will send them by email. Send me a note to the address below. (It may take a day or two to respond, since I don't always check this address.) I'd prefer not to comment one way or another on them, however, reserving any commentary for the public meeting sometime in the future where any interested resident can provide further input.

Thanks for a great job !!

I just wanted to thank the By-Laws committee for their hard work and excellent results. I have just reviewed the final draft and the new Ethics policy.

In addition, we need a Privacy Policy. It's a small, but important detail. There are a very, very few documents that I agree are private and should be kept confidential. I stress - VERY FEW documents or details.

When a document is too sensitive to be open to the members or the public, it should be detailed in list maintained for that purpose, without delay.

There are a few cases were some personal information is required on a particular document that might compromize an individual's identity, and in those cases, a copy should be made with the item blacked out.

Again, this is a rare occurance, but every HOA has a duty and responsibility to protect information that could be used for identity theft (for example, a contract or application form that required an SSN or DOB for identification purposes - that kind of think should be hidden and that is why the HOA has a short window of time to collect and review documents that members request from time to time)


I would also like to add an amendment that addresses email, electronic files, and the CCHOA web site. It's high time that CCHOA separates itself from the coattails of the developer's (the web site in particular). No more shared facilities, office staff, or web sites.

It's high time to get these By-Laws updated, voted in, and move on to our over-due elections.

And shame on the BOD for your endless complaints, delays, continued intimidation, and general foot-dragging. If you can't do the job - get out of the way and let us put someone in office who can meet the challenges and oblications of a responsible board of directors !
