Meeting Minutes for October 21, 2004
Held 7:00 PM at St. Philip Chapel
President Dale Tucker opened the meeting at 7:00 PM with general introductory comments and a reminder to get a ticket for the door prize drawing. He welcomed all in attendance and thanked St. Philip Chapel for the use of the facility.
The June and September 2004 minutes along with the agenda were handed out. The main order of business will be the vote on the by-laws as announced at last month?’s meeting.
Dale brought the question of by-laws acceptance to the floor. A motion to accept the by-laws was made by Patti Horton with seconds by both Wanda Stanley and Don Driskell. Dale asked if there was any discussion. There being no call for a discussion or any questions he called a vote. The by-laws were accepted unanimously.
Dale next brought the approval of the June and September 2004 minutes to the floor. In the case of the September, minutes Kevin Kouba and Rick Tabb simultaneously motioned that the minutes be accepted. Phil DiBlasi seconded the motion. The September minutes were unanimously accepted. In the case of the June minutes, Kevin Kouba made the motion to accept the minutes and Jo Ann Macy seconded the motion. The June minutes were unanimously accepted.
Dale introduced Kevin Kouba, of Bearwood Gardens, the featured speaker of the evening. Kevin touched on elements of safer gardens (fencing, locks and lights). He also briefly discussed making the garden better through use of focal points such as an old shovel or wheel barrow and/or items that help to open a garden up like mirrors or gazing balls.
He focused his talk however on working in your garden with non-chemicals. He pointed out that petrol-chemicals were developed for war and that Miracle Gro was a lot like crack in that the plant has a good time at first and then the plant gives out. He suggested organic products, many of which are available through a company based in Lawrenceburg, Indiana ?– GardensAlive.com. Some of the ones he mentioned included dry blood (squirrel repellant and useful in plant growth [high first number]), bone meal (useful in root growth [high center number]), worm castings, and Sea Rich (made from fish parts). Instead of using something like round Up to kill weeds, he suggested a flame thrower (available apparently from Home Depot). He also said that composting was good and that a bin could be easily made with materials such as pallets and chicken wire.

Dale held the door prize drawing for two (2) tickets to Christmas Carol. The tickets were won by J.D. Shall.
Helga Ulrich presented an update on the Block Watch. ?– There are seven (7) Block Watches in our area. Signs for designating these areas are on the way. The Block Watches serve to improve communication but there is still a lot to do. When reporting an incident we need to provide as much detail as possible so there?’s not double reporting. Addressing problem properties takes time for gathering of the evidence and hearing etc. to take place.
Updated Block Watch Captain information is available from Helga. She also suggests working to establish a 2-tier email system for mail-outs on criminal activity.
Property Improvement Report Notes ?– Redesign of bus terminals is being discussed. Third Street Caf?© ?– Owners have bought more of structures along street and plan to open flower shop. Sixteen (16) buildings within Toonerville are on PIC list. 103 West Kentucky Street ?– Herb Fink asks that this be reported/complained about.
OLNC Meeting Notes (Jackie Brown/Jennifer Hamilton) ?– TTNA earned $89.00 from sale last year of St. James tickets. The money will be forwarded to TTNA. Dismas House needs book donations. Litterary shirts (clean-up effort) are about $9.00. Ghost tours being held Oct 29-31. Central Park Centennial activities continue.
Don Driskell offered some detail on a couple of Old Louisville activities ?– The ghost tours mentioned by Jackie and Jennifer consist of guided tours in neighborhoods for $15.00. The West St. Catherine Association is sponsoring this activity. He also discussed the Holiday House Tour. It is the first weekend in December and will include eight (8) mansions around Central Park. There is also a Taste of Old Louisville coming up. It will be held at the Old Dupont Mansion at a cost of $5.00 per person and will feature chocolate desserts from a number of Old Louisville restaurants and beverages from the neighborhood coffeehouse.
Dale gave an update on trashcans for TTNA. TTNA will be receiving an $8000.00 grant from Metro Council member George Unseld. Because we do not yet have our 5013c designation the funds will come through the OLNC. With these funds we will be able to acquire 20 cans (30 gallon inserts) at a cost of $400.00 each. The cans will be bolted to concrete and will be emptied by SWIMS. Nancy Woodcock and Irene Spicer will develop the list of probable can locations.
Trees and Neighborhood Clean-up (Nancy Woodcock) ?– Nancy reported that Mr. Bishop said trees would start to be replaced in mid November. The next scheduled clean-up will be November 13th. Nancy will try to arrange a rain date of November 20th in case needed. Bags, gloves, tools and the billy goat will be available. Meet at 9 AM at First and St. Catherine (Quick Stop).
Plans for a TTNA Holiday party are in the works. More details will be available at the next meeting. This will be a potluck as in the past. TTNA will pay for the meat.
Web Page Report (Phil DiBlasi) ?– Phil pointed out that this site is free to us. It is set up with some pre-determined blocks for information. It has a discussion session feature that the Block Watch could use. It could also be used to post TTNA information of interest ?– such as vacant houses. Don Driskell noted he was working on a neighborhood web site as well.
Dale talked about this year?’s St. James Southwest ticket sale. This is the same sale that Jackie and Jennifer noted we had earned $89.00 last year. Tickets cost $10.00 each. Checks should be made out to the Old Louisville Neighborhood Association. The drawing for 12 grand prizes (plane tickets) will be December 7th at 6 PM.
Dale also set up a nominating committee to put together a slate of candidates for the TTNA December elections. Nancy Woodcock, J.D. Shall, Jo Ann Macy and Jennifer Hamilton volunteered to serve on this committee.
