The C&R's are in place to protect the rights of all homeowners. The Bylaws are in place to govern the association. Why are decisions to spend money (I'm guessing at least $2,500 for the cameras) not voted on by the entire board? The board member on my street was extremely upset for not being even notified. There are reasons we have the bylaws. I consider this a major expense to the property and all directors should have been involved. How is it two board members take it upon themselves to make decisions that affect all of us? The majority of homeowner's will probably agree with the cameras, but the problem is that protocal was not followed by the board. This has happened before and led to lawsuits being filed costing the assoication thousands of dollars. The original bylaws have been changed, and the board is not following the bylaws that it adopted and filed with the county.
