To comment on only your last two sentences:  The answer is not known at this time.  To solve a complex problem one must work through a series of test & questions one at a time, building on results and information reached by each preceding test.

Thanks for the reply, I truly appreciate it. I didn't realize it was all that complicated since there were only two possible sources, and everyone had already suspected the most likely candidate. Still, an estimate for the most likely suspect had been floated about, and I'm sure there is a deadline for when payment of the new water bill could be expected when that info is confirmed at the completion of the log. I mean there are only two possible contingencies to plan for, so all we really need is an estimated date of increase either way. I'll cross my fingers for the cheap source anyway.

I just think residents are going to be caught off guard with a sudden increase in assessments they might not necessarily be ready for. I mean it could spark outrage for residents to one day open their mail and see new monthly assessment coupons for $130+. If that happens I'm worried residents will vote in a new BOD with only one objective, to shut off the well. If that happens the ducks will suffer and the lake will smell as it dries up and dies. But hey it's your boat and I'll you guys row it.

By the way, has the log been completed yet?

Perhaps with the escalating costs of researching and subsequently paying for the lake problems, the community association should be abandoned and the community turned over to San Antonio completely. Then San Antonio authorities could deal with the problems.  Ducks can always be relocated!!! This might result in better law enforcement in the area too.

Article XII, Section 12.1, of the Declaration of CC&R states unanimous approval of first mortgages is required for termination of TGLA.  If this were done, we would be overrun with cars racing on Lake Path Drive,  drug dealers using the common areas for transactions, and buyers looking for cheap housing with few restraints.  We've got a problem now because one or more Boards in the past took the easy way out.  We've got a Board now that is WORKING.  We have problems, especially the lake situation, that are new to them.  I'm willing to wait for them to explore all our options.
