Hopefully this will be the last we talk about this. I received another e-mail today from Denise Nordstrom. She had talked to the Architectural Control Committee and forwarded me their response:

Thank you for your inquiry regarding the lattice that was installed at the Park West 2nd Entrance. The Architectural Control Committee of the CCHOA has met with the homeowners and arrived at a solution that will provide them with the privacy they need while preserving the integrity of the Park West Entrance as it was originally designed.

The lattice will be removed from the fence, and the interior of the wrought iron will be planted with evergreen shrubs. The improvements will take place in the near future, however they involve relocation of irrigation, drainage improvements, location of appropriate sized shrubbery, and installation of a raised bed. We anticipate that all will be finished within the next two-three weeks.
