I have just received a e-mail from the City of Austin informing me about the REAL OWNER of this piece of raw land.
I am going to see Gary Bradley, Jim O'Reilly, Steve Bartlett, Ken Rigsbee and Susan Hoover in the Travis County Justice Court in the near future.

Dear Ms. Sun,
This is in response to an email you sent to us on June 23rd. Staff has researched the area you referred to, the ''Edwardson Cove'' area. It is not one of the areas which are to be maintained by the Circle C HOA pursuant to the license agreement. Our research indicates that this area is part of a vacant unplatted 21 acre tract which appears to be owned by the developer. There are two ponds on the site which are water quality ponds, and the City cuts the grass in these ponds four times per year. The remainder of the tract would be the responsibility of the owner. You may contact City of Austin Solid Waste Services at 494-9400, ''branch 5'' to report tall grass and weeds. SWS may request clean up if there is a violation of city requirements.

Dear Mr. Lloyd and Ms. Campbell,
I want to inform you that the condition of the common area at Edwardson Cove has gone back to the old days for the last couple months. This piece of land is now full of weeds as long as 21 inches even though our Association?’s deed restrictions indicate that the grasses and weeds shall at no time be allowed to exceed 6 inches. Is City of Austin still paying CCHOA/Susan Hoover to cleaning up the weeds? Susan Hoover is now the owner of the Circle C Landscaping Co. I wonder whether Susan Hoover has pocketed the taxpayers?’ money but failed to provide the services on a regular basis. I took several photos with different imprinted dates and I also have cut down some weed samples. Would you like to receive them as a proof? Could you please let me know whether this piece of common area had been added in the license agreement last year? If the answer is yes, should I consider this is a beach of contract by CCHOA/Susan Hoover?
