Maintenance Cost of OUR Pool

According to CCHOA?’s Income & Expenses Statements of the last three years, Circle C homeowners have paid the following amount of Swim Center Operational Expenses and Swim Center Capital Improvement:

2003 $316,401
2002 $256,192
2001 $261,329

Have you ever wondered how could it cost that much to maintain a swimming pool? Based on my examination of the financial documents last year, I discovered the following:

We, homeowners, have paid more than the ACTUAL AMOUNT of the maintenance and improvement cost. On top of the actual expenses, we have also paid a big, fat profit to the Gary Bradley?’s company ?– Phoenix Holding, Inc.

This is how the scheme works:

(1) Phoenix Holding, Inc. acted as a pool maintenance company and pool construction company.
(2) The developer hired outside pool maintenance companies and pool construction companies to do the actual work and let these companies act as Phoenix Holding?’s sub-contractors.
(3) The developer then added a BIG, FAT profit on top of the actual expenses.

Just a reminder:

Steven Bartlett (ex-Vice President) was the President of Gary Bradley?’s company for years.

Susan Hoover (former Treasury/Secretary) was an employee of Gary Bradley?’s company and she had also served as one of the Board members of the Circle C Child Development Center for years.

2003 Swim Center Income

On the Income & Expense Statement of 2003, the Swim Center - Daily Fees & User Fee was $42,894

I just received an e-mail from someone stating that:

2003 income from swim team contract was only $30,000.

The rest of the amount of $12,894 was income from other extra events.

Cheating on Uncle Sam


I also want to let you know that the Developer, Phoenix Holdings, Inc. used our pool improvements to reduce its own income taxes.

How did the Developer do it (with the help of our dear BOD)?

(1) Phoenix Holdings paid the Swim Center improvements; therefore, all the receipts, including property tax billing, were under Phoenix Holdings?’ name.
(2) BOD used CCHOA?’s checks to reimburse Phoenix Holdings, Inc. for the cost of the construction.
(3) We paid the cost of the construction plus annual property taxes on these improvements.
(4) The Developer used the depreciation to reduce its own income taxes.

THIS IS TAX EVASION. PERIOD.
