Maybe you yourself don't realize that you have already made a difference by talking to 10 of your neighbors about the problems at our HOA.
Just think if these 10 neighbors would talk to some of the other neighbors about these problems, pretty soon most of the homeowners would be aware of the corruption at our HOA.
I prefer to engage as an active role by doing the following:
(1) Investigate the corruption
(2) Make reports of the investigation
(3) Take the evidence to DA Office
(4) Take the evidence to IRS
(5) Hire someone to hold the posters
