What is Impervious Cover?

Any surface in the urban landscape that cannot effectively absorb or infiltrate rainfall; for example, sidewalks, rooftops, roads, and parking lots.

The tract that HEB Brodie was developed on, has a maximum of 15% Impervious cover. HEB Brodie is 75,000 sq ft. with 4 entrances/exits. IMPORTANT NOTE: That's 18,750 sq ft per entrance exit.

Tract 103, at Escarpment/Slaughter, the HEB/Stratus proposed rezoning development, now has a maximum of 32% Impervious cover for it's planned 93,000 sq ft HEB (with other retail, a grand total of 161,000 sq ft). The current plan shows 7 entrance/exits for the grand total of 161,000 sq ft retail development. IMPORTANT NOTE: That's 23,000 sq ft per entrance exit on roads with less lanes than HEB Brodie.

Is this plan well thought out?

Who has been looking out for the interest of Circle C?

A neighboring HOA (Villages at Western Oaks) has met monthly with Stratus & HEB for the past year. Note that tract 103 is actually a part of Circle C. Why hasn't our HOA met with Stratus/HEB 12 times over the last year?
The CCHOA BOD has squandered that year. Our BOD has chosen NOT met with Stratus/HEB.

But, County courthouse records show our CCHOA president has sold his Land on Mopac to Stratus in October 2003. Yes, there's an upcoming meeting for Circle C with Stratus/HEB in January. BUT, January is when the rezoning process begins.

The paper (and online) petition, to reduce the size of the HEB on tract 103 to 75,000 sq ft, has been signed by over 100 of your neighbors.
