Hello,
My husband and I are relocating from Atlanta to Austin in thext 3-6 months, and Circle C is one of the areas we are considering. I started doing some research on the area and came across a fair amount of negative press.
I know that sometimes these issues can be minor when compared to the ''big picture,'' so I wanted to ask you, the residents, for some input.
Is Circle C still a good place to move? We are a fairly young couple with no kids, and are looking to downsize to a 3 or 4 BR, 2.5 bath home close to the city. I am concerned about potantial resale value over the next 3-5 years, and about the type of community I will be living in.
I also read somewhere that the orignal developer struck some deal with the city in 1997 where the residents of Circle C would not pay into the city tax base for 10 years. Any info on this and how much taxes are expected to increase in 2007?

negative press/internal struggle
Elizabeth,
I understand your concern. There has been plenty of negative press and internal struggle here in Circle C over the past year. All HOA's go from a developer controlled board to a resident controlled board. It's usually a painful thing.
That is what Circle C has gone through. We had a developer controlled board of 3 that ignored the needs of the residents. The old board also put all CCHOA assets at risk by NOT having general liability insurance for 30 days in January/February. The residents made a clear statement about the failures of the past, and voted to expand the board from 3 to 7 board members at the last election.
I'm happy to say, that we have voted out the developer in the last election. And, the second board member (Rigsbee) has chosen not to run for next weeks election. The last original board member (O'Reilly) will most probably resign in disgrace after next weeks election. For months, he has refused to financially disclose a land deal he has made with Stratus Development.
Hopefully, the election next week will be a new beginning for Circle C and a much more responsive HOA. In my opinion, that will happen quicker, as long as Bob Alexander and Richard Relph don't get elected. There are a total of 11 candidates running for the 5 positions. Other than the two I mentioned, the other 9 are all great choices.
I'm sorry to say, I don't know anything about the tax deal Bradley might have made. Hopefully someone else can comment on that?
It looks like a new beginning for Circle C. Move here and be part of it!

I found the statement about the tax deal in the Austin Relocation Guide:
''Circle C Ranch became a symbol of the clash between the old Austin and the new, evolving, growing Austin when Austin officially annexed Circle C Ranch in 1997 as per an agreement between Bradley and the city when the community was first proposed, despite protests by Circle C Ranch residents. ?“Bradley worked out a deal with Austin in which Circle C Ranch had use of the city utilities, but they didn?’t pay into the tax base for ten years,?” explains Chatmon-Thomas.''

Richard Relph is bad for our HOA
Republican with issues
One of our candidates for HOA board has not come clean. Richard Relph is the Treasurer for the Republican Liberty Caucus of Austin, he fails to mention this in any of his literature.
This turd just got deposited in my in-box sometime ago through the unlikely vector of the local mailing list for freaks.
