Valley Village Trustees HOA

Hello!  My new neighbors have a collection of assorted crap on their front porch, driveway and backyard.  They have only lived here for a short time and the police have been to the house several times already.  They also let their two small dogs run around unleashed and they poop in our yard.  Our driveways are side by side and they drop garbage from their vehicles and it makes its way over into ours and in my flowerbed!  Someone has a truck that is over there all the time that sounds like a NASCAR pulling up really early in the morning or really late in the evening.  There is a car that has been sitting in the driveway that has not moved in weeks!  Not sure if it is running or not, but there is a dishwasher that has been sitting against the front of it for awhile!  I also have seen someone with a baby outside in 42 degree weather with only a diaper on in the driveway going towards the mailbox.  I do not believe these people own the home and some investment company does.  I do not rent, I own my home and unlike others pay my HOA fees.  Are the companies/people that are buying these homes and renting them to these trashy tenants (I have had a few already) being required to pay HOA fees as well?  Something needs to be done because it makes people who actually care what their home and yard look like very angry!  I have lived in this neighborhood for 20 years.  I would like someone from the HOA to try and help resolve some of these issues.  I know in most neighborhoods with HOA this kind of stuff would not be allowed.
