Fumigation For Termites. After planning for over two years, at its November meeting the HOA Board selected Terminex to fumigate for termites. The fumigation will take place July 17-19, 2000 (this summer).
Recognizing that fumigation unfortunately involves costs and inconveniences to many people, the HOA is sending out information about fumigation. As is common practice, and in accordance with state law, the HOA will not reimburse anyone for the costs associated with the vacancy, losses, or damages.
Some important points about fumigation:
(1) All living things, including people, pets, and plants, must be out of the buildings for 3 days and 2 nights.
(2) No parking will be allowed on site during that time.
(3) A guard will be hired to watch the property.
Keys for every condo will be collected, unless the only lock is the old Kaba lock (with little round holes in it), in which case a master key already exists. In the coming weeks, information papers will be brought for all residents to sign. To speed up the process of getting keys, signatures, and so on, the HOA Board approved temporary rules that (a) Owners will be responsible for any additional costs incurred due to non-cooperation related to fumigation, and (b) All residents must sign the fumigation notice & disclosure forms.
Concerned owners and residents are encouraged to bring any and all questions and concerns about the fumigation process to Board and management attention. Bring questions and concerns to any meeting, or call, write, or e-mail them. The HOA web site has an interactive bulletin board section devoted to the fumigation issues.

Where To Get Keys: The Kaba keys are duplicated best by Grah Safe and Lock, 1049 Island Street. Kaba duplication is about $15 each. The big so-called "common area" keys, which open building entrances, are sold only by the HOA for $7.25 each now. They can be purchased at two places: Little & Sons Property Management, 2878 Camino del Rio South, Suite 210, and usually also from Bert Donaldson, condo #B-205. Keys for other condo door locks can usually be duplicated at any low-cost locksmith.

Annual HOA Meeting in April. The 1st HOA Annual Homeowners' Meeting of the new millenium will be 10am Saturday April 22nd in nearby Sizzler. The main item of business will be election of 3 directors to the HOA Board. At this time there are three candidates Beverly Powers, Vice President, Chuy Ma, 2nd Vice President, and Bert Donaldson, Secretary. Others interested in being on the Board of Directors should let the Manager know.

No Smoking In Buildings, and no lighted cigarettes either, please! It's the law, and it's a Villa Marbella rule. People smoking in the halls or elevators will be fined.

Trees In Bloom! February brings blossoms to the evergreen pear trees in the Villa Marbella parking lot. It's not known how long the blossoms will last, because rainfall has been light during the last several months. In any case, it can be a beautiful sight!

Monetary Penalties for Rule Violations were way down in 1999 compared to 1998. Only two out of the dozen or so letters of violations resulted in fines. In 1998 there had been nine, and in 1997 there were 27 fines, mostly for vandalism, noise, dogs, and playing in the parking lot. Several factors have been credited with bringing the reduction in serious and repeated violations. Video cameras have been used to identify violators more often. In mid-1997 the upper limit on monetary penalties was raised to $400. Also, the low vacancy rate in San Diego - reported to be less than 2%, the lowest ever (since statistics were first collected in 1958) has allowed landlords to be very selective in picking renters.

No Parking In Fire Lanes. Vehicles will be towed if parked in the fire lanes, or if parked in somebody else's spot. Fire lanes are indicated with red paint, and include all parts of the parking lot except reserved spots.

15 Years Ago - February 1985. John Geary was HOA President presiding over his last meeting in February. Pat Clabuesch, Vice President, led the Board in March, and in April she was elected President. Peter Haas of Strom Management was the property manager. A-301 was granted permission to install a fireplace and chimney, with certain conditions stated in the minutes. Monthly dues were raised again, this time to $91, as of March 1, 1985. Bank balance: $14K. 2 BR condo prices: $70K-$75K.

10 Years Ago - February 1990: Don Hill was HOA President. Ray Correa resigned as the on-site manager after serving for a little over a year. The duties of JDR Business Service (Mona Liebowitz) expanded from bookkeeping to include all management duties as of March 22nd. The lawsuit against the developer had been settled for $140K, and that money was deposited on Dec 31, 1989, at which point the HOA had $179K in the bank. Monthly dues: $105. Bank balance: $170K at end of Feb. 2BR condo prices: $70K to $80K.

5 Years Ago - February 1995:. Albert Leggs was HOA President and Little & Sons were managers. The black wrought iron fence on the block wall next to Midway was installed January 17th. Dues: $120 per month. Bank balance was $102K. 2BR condo prices: $69K to $80K.

1 Year Ago - February 1999:. Bids for fumigation were coming in. Also, bids for painting the hallways and interior doors were in and painting began in March. Carpeting the halls was being planned. Dues: Raised to $137 as of January 1st. Bank balance: $136K. 2BR condo prices: $85K, typically.

January 1, 2000: As the HOA enters a new century and new millenium, the bank balance: $132K 2 BR condo prices continue to creep upwards, and are generally in the low $90K range. Rental prices seem to have lost some steam in the past few months, and recent rentals range from low $800s to low $900s monthly.
