Annual HOA Meeting Held April 24th. The Annual HOA Homeowners' meeting was held 10am Saturday April 24th in the Sizzler Restaurant, 2855 Midway Drive, in the Loma Square Shopping Center. 15 owners were present, and, counting the proxies, a total of 49 condos were represented. Three members on the HOA Board of Directors were re-elected, Dan Divine, who is the recently-appointed Treasurer, Beverly Powers, Vice President, and Albert Leggs, President.
Several topics, including some of interest to owners with a long term perspective were discussed. There were people on both sides of HOA monthly fee and fumigation issues. Some were concerned with HOA dues increases, others pointed out projected deficits due to upkeep costs. As for fumigation planned for the summer of 2000, other options to deal with termites were discussed.
Other issues in various states of maturity or interest to owners included earthquake insurance, loose garden windows, and a crosswalk to cross Midway near Yum Yum.
After a break for a Sizzler lunch, the newly elected Board members chose their officer positions for the next year. All the Board will continue in the positions they were holding: Albert Leggs, President; Beverly Powers, Vice President; Chuy Ma, 2nd Vice President; Dan Divine, Treasurer; and Bert Donaldson, Secretary.

HOA Monthly Meetings. Any homeowner or interested resident is encouraged to attend and participate in the monthly meetings. Upcoming meetings are June 17th, July 22nd, and August 19th, all at 7pm in B-306.

Congratulations! Beverly Powers, HOA Vice Presi-dent, graduated with Distinction with a BA in Public Administration from San Diego State University May 23rd. She has worked at SDSU for many years, and has been taking courses parttime for almost as many years.

Fond Farewell to Neighbors Tom and Sandy Brown, as they leave to a house they are buying not too far away, near USD. Sandy bought & moved into the B Building in 1993. She and Tom got married in 1998. They have enjoyed their years here in Villa Marbella. Sandy works nearby at Power Ware, and Tom works at Biosite Diagnostics. Their condo recently was sold quickly by Realtor Carmen Fullbright.

Pool Rule Advisory. The pool is now heated until about October or November, and users should be aware that pool rules are strictly enforced. The rules include: No noise which interferes with quiet enjoyment of a condo. Hours: 9am to 10pm. No glass or pets in pool area.. An adult must be in pool area to supervise anyone under 14 years old. Most violations leading to fines involve children and teenagers. The Villa Marbella Board of Directors offers free tutorial sessions about rule interpretation after every monthly HOA meeting.

Interior Painting and Carpeting. Painting of the halls was completed in May. Besides the hallway walls, all doors and decorative louvers were painted. Carpeting of the common area hallways is the next major project on the HOA's agenda. Samples were brought to the Annual Meeting. The color has been selected. It will generally be a dark green or teal color with flecks of other matching colors. At press time, the manager is to go out for new bids to include linoleum covering of the trash chute halls instead of carpeting.

Light Fixtures. Several older light fixtures in trash chute hallways were or will be replaced with matching fixtures.

Los Panchos Opens. In late May, Los Panchos restaurant opened in the building where Long John Silver's Seafood was, at 3152 Midway next to Yum Yum Donuts. Los Panchos features take out Mexican food.

15 Years Ago - May 1984. Oops! On June 15th the remaining Board members representing developer J. W. Jones resigned from the HOA Board. John Geary became President. Coincident with individual homeowners becoming the majority on the Board was a financial dilemma. The money in the bank bottomed out about $2000 after a year-long slide. It's not clear how many people were aware of the long slide at the time, but in April George Jeffus was "appointed to chair a committee to review the financial position of the Association." By June, several homeowners were furious at the predicament, and the finger of blame was pointing everywhere. Numerous austerity measures were imposed to save money. Jack Allen of Quality Management Unlimited remained the property manager. Monthly dues: $70.99. Bank balance: $2K. 2 BR condo prices: mid $70K.

10 Years Ago - May 1989:. Beverly Powers was elected to her 1st term on the Board. Behind-the-scenes activity continued to finish the construction lawsuit. Ivy on the Scandia Plaza wall was removed. Monthly dues were $105. Bank balance: $24K. 2BR condos: mid $70K.

5 Years Ago - May 1994:.. In June 1994, the trench next to the Scandia Plaza wall was filled with crushed rock, replacing dirt. That was done to stop water leaking from our side into the Plaza. HOA-paid cable service for all units, which had started 5 months earlier, was ended on May 5th, and residents once again paid for their own cable service. Dues: $120 per month. Bank balance was $105K. 2BR condo prices ranged from $70K to $85K.

1 Year Ago - May 1998:.. Owners were sent a questionnaire in February to get their opinions about plans for reserve funds. Dues: Raised to $131. Bank balance: $125K. 2BR condo prices: mid $70K.

May 1, 1999: Bank balance: $134K 2 BR condo prices: $85-90K, typically. Rental prices continue to rise and are now near $900/mo.
