Minutes of Meeting of December 2003


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF DECEMBER 6, 2003

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Thursday December 6th, 2003, by Gabe Schmera, in B-205 (Bert Donaldson’s condo)).

Minutes. (Note: Minutes of the November 6, 2003, meeting were mailed to owners about November 26th.)

Homeowners Session:
Water Heater Access Policy. Mary Bloom (B-110) asked about the draft Water Shut-Off & Heater Access Policy. (Note: Draft policy relates to gates in fences between B-108 and B-114, and was distributed to owners of those condos for comments.) Mrs. Bloom asked if residents of condos affected by access to water shut-offs will be alerted before people go through their patios. The answer was “Yes” (by a method cited in the policy).

Bathroom Drain Cleaning. Mary Bloom wondered about getting a B-110 bathroom drain cleaned. A miscommunication had occurred, partially in last month’s minutes, because if a drain problem is near the bathroom, the owner must pay for the cleaning.

Telephone Entry System. Blooms wondered if cell phones can be used with the new system, and the answer was “Yes”. (Note: The telephone entry systems were installed at the two main entrances on December 12th, after the two old intercom buzzer panels were removed. The intercom boxes in each condo are now completely inoperative, and owners can remove them, if they choose. Owners and residents may provide updated name and phone number information to the Manager, Dan Little, at “dglittle@littleandsons.com”, or mail it to Little & Sons Property Management, 411 Camino del Rio, South, Suite 201, San Diego CA 92108. A “Rule Receipt Certification” form, which serves as a registration form, must be completed for first-time entries and new residents.)

High bills were paid during the past month for pool equipment repairs, and building repairs, including a water leakage cleanup near A-111.
2) Status of Delinquent Accounts. A lien is on an A-Bldg condo which is now about $1000 delinquent. Seven other units, with delinquencies from about $200 to about $500 are to be notified about potential liens by the association’s attorney service with the so-called pay or lien letters. Other delinquencies were discussed.

Continuing Activities:
1) Exterior Wood Work. Replacement of siding boards with old termite damage was discussed again. Various options to have the work done were mentioned. Time and materials, such as how Ron Stachewicz does work, is one way. Another option is to have contractors examine the building for damaged wood, and provide priced bids. A MOTION passed to proceed with getting the damaged wood replaced, one way or the other.
2) Trees. Aguilar Landscaping had provided an offer to prune the big trees for $1300. A MOTION passed accepting the offer, subject to agreement of terms, such as shaping the pine trees to have a more tapered appearance.
3) Annual Meeting. People who want to be considered for election to the Board of Directors should notify the Manager. Notices for the Annual Meeting will be sent out about the end of January. There was a discussion about how to conduct the meeting in an orderly fashion. The 5-minute discussion rule should be distributed at the meeting.

Adjourn. The meeting was adjourned about 8:00pm.
