MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING SEPTEMBER 13, 2001
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Sylvia Lang at 7:00pm Thursday September 13th, 2001, in B-205 (Bert Donaldson's' condo)).

Minutes. (Note: Minutes of the August 16th meeting were mailed to owners about September 26th.)
Homeowners' Session.
1) Door Stays Open. The B-Building main door has not been shutting properly. It will be fixed.
2) Parking Lot Lights. Some are still out, and they will be fixed.
Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 7/31: $119,503
Money in Bank Accounts 8/31: $119,446

Payments During August 2001: (totaling $12,670):

Services (a grouping of the following fixed fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3769
Maintenance & Supplies (nonroutine repairs & maintenance, and supplies): $1303
2) Status of Delinquent Accounts. An A-Bldg condo about $900 delinquent has a lien on it. Three condos in the B-Building, all roughly $500 delinquent, are close to having liens placed on them. The status of other delinquencies was discussed.
3) Budget and Reserve Study. The Manager presented a draft of the 2002 HOA Budget. There was a discussion about some of the budget items, such as increases in electricity bills, water and sewer bills, and janitorial service. The draft budget indicates the need for a $5/month increase in homeowners' fees. The draft budget will be given to the members of the Budget & Finance Committee for review and comment, and the matter will be discussed in the next meeting. The Reserve Study must be updated soon, but there is no mandatory due date on that.
4) Work Authorizations #791 through #799 were reviewed. #791 and #792 relate to repairs to a hot water heater room caused by rats. Rats apparently had also been eating pet food on the patio. Work authorization #796 was for repair work that was done in June and July on hallway emergency lights.
Old Business:
1) Garden Windows were discussed again. Efforts are still underway to get repairs done to the last window with a loose bottom board. The manager will discuss options with HOA attorney.
Regarding tightening up the several windows that are sagging away from the building, Bert Donaldson said he still needs to get the materials to make the attachments.
2) Deteriorated Window Framing. Pictures were shown of the deteriorated wood framing above B-305's garden window, which needs repair. A good general contractor should have a look at it, to see what can or should be done.
3) Lockbox On B-Building, ripped off in an act of vandalism, should be replaced, but it was not known if the box was for the mailman or the elevator company.
New Business:
1) Plastic Patch Outside B-109. A real estate agent trying to sell B-109 was told that the seller needs to fix the hole in the wall to the hallway which is covered by a piece of plastic. The manager said he could get it fixed and bill the seller.
2) Carpet Cleaning. There was a discussion and displeasure about lack of carpet cleaning by Carpet Club, which was the company that put in the current dark green carpeting. Carpet Club was awarded the cleaning contract after Coit Carpet did less than good when they had the contract. A MOTION passed allowing the manager to get a company to come in and clean the carpet. Then we can cancel with Carpet Club and get a new company for regular service.
3) Inspection After Water Damage - A New Policy. After a discussion about an HOA that suffered some serious rotted wood damage, a new policy was discussed and adopted by MOTION: Following leaks from upper to lower condos, the HOA can take steps to insure the wall interiors are dried. If leaks are not fixed by reputable companies, the HOA may test walls with a moisture meter.
4) New Website. The manager offered to set up a new website for Villa Marbella, one that would be easier to post files on than the Neighborhood Link website.
Adjournment. The meeting was adjourned about 8:30pm.
