MINUTES
(The Annual meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Albert Leggs at 10:00am Saturday April 24, 1999, in Sizzler Restaurant, ).

Minutes. (Note: Minutes of the last Annual meeting (April 1998) were discussed. Minutes of the March 25, 1999, meeting were mailed to owners about April 26th.)

1) Election of Board Members: The three candidates for Board membership, Albert Leggs, Beverly Powers, and Dan Divine, were introduced, and each made a statement about HOA issues. A MOTION passed to elect all three by acclamation.
2) Termite Fumigation. Plans to fumigate the buildings in the summer of 2000 were mentioned. Fred Schnaubelt said he doesn't tent property he owns, partly because termites return within 12 months. Other points discussed included signing up for a "no termites" warranty after the fumigation, and local treatment options. Termite damage to window mountings was also mentioned.
3) Budget Process. There was a question about the HOA's budget process. Dan Little, the manager, explained that draft budgets are reviewed prior to approval near the end of every year. An invitation was extended to anyone interested to participate in the Budget & Finance Committee.
4) HOA Fees (Monthly Assessments). There were some statements, including statements on proxy forms, that HOA fees should not be increased. In response, results were stated of a survey of nearby associations' fees, which found Villa Marbella's fees to be relatively low. Also, ongoing projected deficits were mentioned..
5) Painting of Hallway Ceiling Tile Supports. The new hallway painting was acknowledged, and someone wondered if the brown metal guides that hold hall ceiling tiles could also be painted white, too. (NOTE: Touch ups on the common area hallway painting were completed by the contractor (Monroe & Sons) on May 18th.)
6) Disputed Bill. One owner walked everyone through the history of a billing that is still disputed.
7) Earthquake Insurance. The status of earthquake insurance was discussed, and possibly another owner survey on the issue will be done.
8) Crosswalk Near Yum Yum. An owner requested consideration of a pedestrian crosswalk to cross Midway near Yum Yum. It was presumed that the City's traffic engineering would have to evaluate that.
9) Parking in Red Zones. A request was read to do something about unauthorized parking in red zones. Board members said the areas can be marked as Tow Away Fire Lanes.
10) Officer Positions Filled. The meeting was recessed about 11:30am for lunch, and reconvened about noon for the Board members to choose their positions for the next term. The Board members selected their positions by MOTION: Albert Leggs, President; Beverly Powers, Vice President; Chuy Ma, 2nd Vice President, Dan Divine, Treasurer; and Bert Donaldson, Secretary. .
11) Monthly Financial Summary: (taken from financial handouts)
Money in Bank Accounts 2/28: $138,494
Money in Bank Accounts 3/31: $132,568
Decrease: $5,926
Payments During March (totaling $11,165):
Admin: $900 Insurance: $943
Sewer & Water: $2428 Gas & Electric: $1617
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3121
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1056 Taxes $1100
12) Carpeting. Beverly Powers brought and displayed in the meeting samples of the dark greenish carpeting which was tentatively chosen for the common area hallways. Bids that have been received are about $20K for the recarpeting. There was discussion about using commercial linoleum in the trash chute halls. (NOTE: The manager has been asked to obtain new bids to include linoleum in the trash chute halls..)
13) Loose Windows. The Manager plans to get a contractor to look at one of the loose garden windows, and see how big a job it is to securely reattach it.
14) Spa. The pool service is supposedly trying to locate a contractor to retile the spa.
