MINUTES VILLA MARBELLA H.O.A. MEETING
SEPTEMBER 15, 1999
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order by Beverly Powers at 7:00pm Thursday September 15, 1999, in B-205 (Bert Donaldson's' unit) ).

Minutes. (Note: Minutes of the August 19th meeting were mailed to owners about September 26th.)
Homeowners Session: Several maintenance needs were mentioned, including fleas in A-Bldg 1st floor carpet, wood damaged in pool area, pine trees too big, and loose rugs at entry doors.
Residents reported that cars have been speeding and using reserved spots in the parking lot. Solutions for those problems were discussed.
Termite Extermination was again discussed for about an hour. This month, Mike Folkins and Steve Turner from X-Termite described their method of eradicating termites using d-limonene, a natural product made from orange rinds. D-limonene would be injected into wood, like some other local treatments, but it is biodegradable. X-Termite uses a fiber optic scope with a built in magnifier to locate termite infestations behind drywalls. The advantage of X-Termite's method is that residents would not have to move out. Various questions including terms of warranty were discussed.
X-Termite would require access to all condos for an inspection on one day. The inspections would take about 15 minutes in each condo. They would look for infestations in every condo, and note where they would need to return for treatment. X-Termite estimated that perhaps twenty condos have heavy termite infestation, and 90% of the infestations would be on external wood. Then someone said that all the external wood is infested.
Anyway, the actual treatment in condos with infestations would stretch out over several days. A return inspection would be done a year later, and annually if a long term warranty is purchased.
X-Termite stated that there has been numerous problems with fumigation, and their method avoids those problems. The problems mostly relate to the toxicity of the widely-used fumigant Vikane. Toxic levels have been measured up to 100 feet from a tented structure. Even so, fumigation may not kill termite eggs, where d-limonene would.
Discussion After X-Termite Left. Dan Divine handed out copies of information he found regarding all common termite eradication methods. The information seemed to be impartial, and it found no fault with Vikane, but there was nothing about d-limonene. (Secretary's note: d-limonene is the active ingredient in the d'BUG brand of commercial insecticide and in some pet shampoos and flea dips.)

The $18K reduction in money in bank was discussed. It was largely due to a $16K second & final payment on the new hallway carpeting.
2) Status of Delinquent Accounts. Two liens were still in place, one on an A-Bldg condo and one on a B-Bldg condo. The owners of both condos were about $1300 and $1700 delinquent, respectively. Foreclosure proceedings are underway in both cases.
3) Budget for Year 2000 should be ready for October meeting.
Old Business:
1) Questionnaire Responses were discussed from the mailing asking owners about reserving hotel rooms for fumigation during summer of 2000. Only ten responses were received, and of them, only two wanted hotel rooms reserved.
2) Spa Resurfacing. More bids were presented for resurfacing the heated spa in the pool area. Prices ranged from $1100 for a plaster surface to $1700 for a so-called quartz crystal surface, and $1800 for a fiber glass surface.
Adjournment. The meeting adjourned about 9:00pm.
