Minutes of Meeting of August 2001


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING AUGUST 16, 2001

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order
by Mr. Gabe Schmera at 7:00pm Thursday August 16th, 2001, in B-205 (Bert Donaldson's' condo)).

Minutes. (Note: Minutes of the July 12th meeting were mailed to owners about August 26th.)

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 6/30: $121,820
Money in Bank Accounts 7/31: $119,503
Increase: $2,317

Payments During July 2001: (totaling $16,554):
Administration: $900 Insurance: $926
Sewer & Water: $2750 Gas & Electricity $3303
Services (a grouping of the following fixed fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $2991
Maintenance & Supplies (non﷓routine repairs & maintenance, and supplies): $897 Taxes & Tax Prep: $187
One big expense of the month was $4,600 for the asphalt work to Southern California Paving.
2) Status of Delinquent Accounts. Liens were placed on one condo in the A-Bldg, while another potential lien was withdrawn when the owner paid in full. Some other delinquencies were paid, but two owners, both in B-Building, were sent demand letters regarding about $400 delinquencies on each of their condos. The status of other delinquencies was discussed.
3) Budget and Reserve Study. The Manager was asked to prepare a draft 2002 HOA Budget for the September meeting.

Homeowners' Session:
1) Painting. Lana Ivascu expressed interest in getting the exterior wood repainted. She mentioned some ideas about colors. The Board appointed her by MOTION to lead what was formerly known as the Landscaping Committee, but now it will be called the Architecture and Landscape Committee. The Manager suggested she come up with colors and discuss it with other interested owners (or residents).
2) Lights. Some items related to lighting were brought up. There are some parking lot lights which should be fixed. Also, motion sensors in the trash halls was discussed again. There did not seem to be consensus that motion sensors to turn on & off the trash hall lights would save money. There was a mention that San Diego Light Bulb Company could advise us about energy saving bulbs.
3) Rats. Questions were raised about rats on the property. The Manager and Board members replied that they had heard of a couple reports of rats on premises. There seems to be an "epidemic" of rats in this part of town. The instances at Villa Marbella have been when pet food is routinely left on the patio, and when there are materials on the patio in which rats hide. The Manager recommended not to put food on patios, clean up patios, and if the problem persists, use any of various rat traps or bait.
4) Sink Shut-Off Valves. A recommendation was read that the HOA should consider getting a plumber to replace all the old sink and toilet shut-off valves to prevent floods in the future like the one from B-311 a few months ago.

Old Business:
1) Garden Windows were discussed again. Efforts are still underway to get repairs done to the last window with a loose bottom board.
As for the several windows that are sagging away from the building, a low-cost method to secure them to the wall was discussed again. Bert Donaldson said he is trying to get the materials to fix several windows. The method of repair involves connecting the garden window to the older (but now unused) window frame that is about two inches from the garden window.

New Business:
1) Another Garden Window Problem. B-305 (and presumably others as well) has deteriorated wood framing which needs repair, even after the garden window is secured to the building. This will be added to the HOA's window projects list.
2) Key Box on B-Building. A MOTION passed to replace the missing key lock box by the B-Building's main entrance. (However, no one knew which company used that key box. Secretary's Note: This motion was reconsidered and put under advisement at the September meeting.)

Adjournment. The meeting was adjourned to Executive Session about 8:15pm.
Executive Session: Five monetary penalties due to noise, pets, and damaged window were approved.
