Feb 99 Board Meeting Minutes


MINUTES
VILLA MARBELLA H.O.A. MEETING
FEBRUARY 18, 1999
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to
order by Beverly Powers at 7:00pm Thursday February 18, 1999, in B-205 (Bert Donaldson's unit )).

In Attendance:

Minutes. (Note: Minutes of the January 14th meeting were mailed to owners about February 25th.)

Homeowners' Session. It was reported that the spa has a crack in it somewhere. Edith Donaldson, on the Pool Committee, offered to look for the crack.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 12/31: $132,025

Payments During January (totaling $11,074):
Admin: $905 Insurance: $1358

Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3290
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $638
Expenses included $225 to replace the hot water temperature control in the middle of the A Building.

2) Status of Delinquent Accounts. Two liens were still in place, one on an A-Bldg condo and one on a B-Bldg condo. The owners of both condos were delinquent by about $1400. In executive session the Board passed a MOTION regarding a course of action for one of the delinquencies. The senior lenders' foreclosure actions are in process. Action will be taken in Small Claims Court regarding a $1000 debt of a previous owner who lost his condo in foreclosure. Delinquent accounts owing lesser amounts were also discussed.

Old Business:
1) Authorizations Since the January Meeting. Fire extinguishers were installed in the elevator machinery rooms, as discussed in New Business. Also, bees or wasps were exterminated on an emergency basis above the dumpster room near A-314. In addition, work order #693 was issued to tighten a door latch.
2) Interior Painting. Painting contractors Dynamix and Monroe & Sons were the last two bidders under consideration. Since all other factors seemed to be equal, due to their experience Monroe & Sons was selected by MOTION to perform the interior painting. The contract price is $9,980. The vote was three in favor and one abstaining. (NOTE: Painting began on March 15th and continues at least until the end of March.)

3) Carpeting. Following the presentation of carpeting suggestions in the January 14th meeting, specifications for two types of carpeting were obtained. Rough estimates for carpeting ranged from $15,000 to $25,000. Specifications for mid-grade and lower-grade carpets will be sent to at least three reputable carpeting companies. Beverly Powers offered to bring samples of the selected carpet to the Annual Meeting (Saturday April 24th) so that owners can examine it and comment on it prior to installation.
4) HOA Fees. Clarification of monthly HOA fees was requested, partly because owners were billed $138 in January. A MOTION passed to adjust billings for accounts to reflect HOA fees of $137 per month since January 1st.

New Business:
1) Elevator Inspection. Inspectors from a government agency performed their annual elevator safety inspection. They found several discrepancies, most of which are taken care of under the elevator service contract. Two were not. First, the inspectors wanted to have fire extinguishers put into the elevator machinery rooms, which the manager had done. Second, wiring for the A Bldg door lock should not be routed through the elevator machinery room. A MOTION passed to re-route the wiring, and indicate the cost in the "Lock & Door Repair" category. A follow up inspection is to be done at the end of March.
2) Money Market Accounts and Checking. The operating procedures regarding the HOA's finances with new accounts at Merrill Lynch was discussed. The manager likes to have about half a month's income in the checking account at the end of each month. A MOTION passed to go ahead with opening accounts at Merrill Lynch.

Adjournment. The meeting was adjourned about 8:45pm.
